Shennan Kavanagh
Director of Litigation
Shennan Kavanagh joined the National Consumer Law Center’s (NCLC) litigation team in 2023, and became the Director of Litigation in January 2024. She litigates class actions and impact cases to advance NCLC’s mission to promote economic justice for low income consumers.
She is a contributing author to NCLC’s Consumer Class Actions treatise and is a frequent speaker on consumer law issues.
Prior to joining NCLC, Shennan was the Chief of the Consumer Protection Division at the Massachusetts Attorney General’s Office, after serving as the Division’s Deputy Chief for six years. She previously spent a dozen years in private practice litigating class actions and complex cases nationally. Shennan was a founding partner of the Boston law firm Klein Kavanagh Costello, focusing on combating predatory and discriminatory mortgage lending and unfair and deceptive business practices. Earlier in her career, she was an associate at Roddy Klein & Ryan, litigating class actions against mortgage lenders, loan servicers, and debt collectors during the subprime mortgage crisis.
