The National Consumer Law Center (NCLC), on behalf of its low-income clients, and the Electronic Privacy Information Center, filed comments along with Appleseed Foundation, Consumer Action, Consumer Federation of America, National Association of Consumer Advocates, National Association of State Utility Consumer Advocates (NASUCA), National Consumers League, Public Citizen, Public Knowledge, and U.S. PIRG, regarding the issues raised in the Report and Order and Further Notice of Public Rulemaking (FNPRM) regarding “Targeting and Eliminating Unlawful Text Messages” issued on March 17, 2023.
We appreciate the Federal Communication Commission’s (Commission or FCC) recognition of the problem of unlawful text messages, and particularly its consideration of ways to reduce the number of unlawful telemarketing texts and calls. While we strongly support several of the Commission’s proposals, we urge the Commission to move in a different direction regarding consent to receive telemarketing calls.
