The FCC has not yet voted on opening a notice of proposed rulemaking (NPRM) regarding bulk billing of internet service in multi-tenant environments. There was a press release that the FCC was going to issue an NRPM that proposed providing tenants with the ability to opt-out of a bulk billing arrangement. Without this ability, tenants in a bulk billing arrangement would be required to pay for an internet service package from a provider that the consumer did not select and may not be able to afford, may not want or may not meet the consumer’s needs.
