Comments on the Maryland electric and gas company revised energy efficiency (EmPOWER) program plans stemming from the passage of legislation shifting the focus of these programs from using less energy to reducing greenhouse gas emissions. These comments from the Maryland Energy Efficiency Advocates’ Coalition include recommendations to ensure a stakeholder process for electrification and keeping low-income incentives with the state agencies that administer a suite of low-income energy efficiency programs.
